I've never understood what the problem for farmers is. They have lighting in the milking sheds so whether the time is 6 or 7 o'clock makes no difference. If they want daylight for a given task that they normally do at 5pm, all they have to do it at 4pm, which is the same as what happens when the clocks are changed.
If children's safety, it is better to have a lighter evening than a lighter morning. (Drivers are more alert in the morning than the evening, in general). So work out what the best time in the winter is for that, and then just stick with that time throughout the year. How hard can it be?
