Stats dont always tell the full story. For example, the stats say that harry kane is a better striker then Henry because he has scored more premier league goals yet no one would argue that kane is better. Henry is pretty much accepted as the greatest striker in premier league history yet he’s only 6th (i think) on the list of goal scorers.
Perhaps another example more relevant here is Tiger Woods & Jack Nicklaus. Nicklaus has won more majors (18-15) then Woods yet Woods really is almost undisputed as the greatest golfer of all time.
Yes fully accept Nadal & Djockvic have won more grand slams but personally for me, the way Federer played the game was a sheer joy. He could do things that not many others have done, he always just looked effortless. But there are some stats/no one has yet beaten I believe such as winning 24 finals in a row, 36 grand slams in a row where he reached minimum quarter final. I believe he holds the longest consecutive reign as number 1 with 237 weeks.
If you judge who is the greatest only on grand slams then yes, he isnt but as we know with all sport, there is never just one factor used for judging.
