Who will get 4th place on a shoe string budget?
Sell Cesc and spend. I know it will never be that simple though
New jacuzzi for the boardroom is a must get.

Get rid of garbage like Denilson, Rosicky, Bendtner, Chamakh and Diaby.
Get rid of Cesc as well.
Rebuild like we've never rebuilt before.

Preferably sign a couple of players old enough & tall enough to ride on a waltzer, who have never played in the lower reaches of the French leagues and before 03:00 on 1st September.
That said, I could name a dozen areas or issues to address either more important or on a par with having better players.
I think this season was his last chance with this current squad.
He has to spend this summer, its his last chance with the club before all the fans turn on him imo.
Some judicious summer pruning to remove both some deadwood and some cankers. Then buy some players to fill in the key areas, starting with leadership.
